Palace of Happiness, previously called Mukhtarov Palace after its owner, is a landmark former mansion of the Oil Boom period. It was constructed by the oil baron, Murtuza Mukhtarov, for his beloved wife, Liza Taganova. When the Bolsheviks seized power in 1920 the French Gothic building was confiscated and later turned into a Muslim women's club. Currently it functions as a place where marriages are registered.
